Ghana Ruled Ineligible for U.S. Aid Under Millennium Challenge Compact for 2026

The latest Candidate Country Report from the Millennium Challenge Corporation says Ghana will not receive U.S. foreign assistance for the 2026 fiscal year through the Millennium Challenge Compact (MCC).

 This decision comes after a restriction outlined in Section 7012 of the U.S. Fiscal Year 2025 appropriations law, which bars aid to countries that have defaulted on debt—unless a restructuring agreement is in place.

Although Ghana is listed among 18 nations considered for MCC support, it remains disqualified from receiving economic aid under Part I of the Foreign Assistance Act due to legal constraints effective as of August 6, 2025.

 The report notes that these restrictions could evolve depending on future legal rulings or changes in a country’s financial status.

Other countries currently barred from receiving MCC aid include Burma, Burkina Faso, North Korea, Syria, Sri Lanka, Venezuela, and Zimbabwe.
