Minister for Roads and Highways, Kwame Governs Agbodza, has disclosed that the government has paid over GHS5 billion to contractors following a thorough audit and validation of claims. This move, he said, helped prevent major financial losses.
His comments respond to concerns from the Ghana Chamber of Construction Industry (GhCCI), which warned that delays in releasing funds for outstanding Interim Payment Certificates (IPCs) were jeopardizing jobs and infrastructure projects.
The Chamber had earlier criticized the government for failing to meet President Mahama’s promise to clear all arrears by July 2025.
Speaking on Citi FM, Mr. Agbodza explained that the ministry carefully reviewed all contractor certificates during the transition period to ensure accuracy.
He revealed that although the previous administration reported GHS21 billion in unpaid bills, the actual amount was higher. Road fund debts also rose from GHS5.1 billion to over GHS8 billion.
He noted that some contracts worth GHS120 billion were awarded without proper documentation, and several contractors never even began work.
