Finance Minister To Present 2025 Mid-Year Budget Today in Parliament…..

Finance Minister Dr. Cassiel Ato Forson is set to deliver the 2025 Mid-Year Budget Review to Parliament today, in line with the Financial Administration Act and Section 28 of the Public Financial Management Act, 2016 (Act 921).

This presentation will provide an update on Ghana’s fiscal performance during the first half of the year and outline the government’s financial strategy for the remainder of 2025.

The mid-year review is expected to cover critical economic indicators such as revenue collection, spending trends, and progress toward achieving the year’s fiscal goals. Dr. Forson is also likely to announce policy changes and economic interventions aimed at strengthening Ghana’s recovery efforts.

Ahead of the presentation, Dr. Forson shared a message on his X (formerly Twitter) page, recalling a promise he made during his vetting: to stabilize the exchange rate, curb inflation, and generate employment.

“These were not just promises—they were actionable commitments,” he wrote. “After my vetting, I went into the markets to understand the real impact of the cedi’s depreciation. I listened, took notes, and responded through the 2025 Budget with clear, practical steps to restore stability and rebuild public confidence.”

He continued, “As we approach the Mid-Year Fiscal Policy Review, I return to you, the people, to reflect on our journey. Are we seeing the impact we hoped for?”

With high public interest in the review, attention is focused on potential updates related to taxes and government spending. One area drawing particular scrutiny is the proposed hike in the Growth and Sustainability Levy—from 1% to 3%. The Ghana Chamber of Mines has expressed concern, urging the government to reconsider the increase due to its potential negative effects on the mining industry.
