Former NSA Executives Charged Over GH¢538M Ghost Names Scandal

Two former top officials of the National Service Authority (NSA)—Executive Director Osei Assibey Antwi and Deputy Executive Director Gifty Oware Mensah—have been charged with authorizing payments to nearly 70,000 non-existent service personnel, resulting in a loss of over GH¢538 million.

According to a charge sheet filed at the High Court in Accra, Antwi allegedly approved GH¢500.86 million in allowances for more than 60,000 fake names between August 2021 and February 2025. He faces 14 charges, including causing financial loss, stealing, and money laundering.

Oware Mensah, on a separate charge sheet, is accused of generating 9,934 ghost names from the NSA’s Central Management System. She allegedly used a company—Blocks of Life Consult Limited—linked to her mother’s driver to secure a bank facility by presenting the fake names as hire-purchase beneficiaries. This scheme reportedly earned her GH¢38.4 million through deductions over 11 months.

Both are expected to appear before the High Court in Accra to respond to the charges.
